Fluid ounces and weight ounces are different
This tool converts US fluid ounces, a unit of liquid volume, to US tablespoons, also a unit of volume. The factor of two is exact, and the decimal-place menu changes only the displayed answer.
A plain ounce can also mean weight. Weight ounces cannot be converted to tablespoons with one universal factor because flour, sugar, butter, oil, water, and other ingredients have different densities.
